Ramon Ward Collins was an American cartoonist who joined the staff of the Seattle Post-Intelligencer as a staff artist in 1950. He was appointed art director of magazines in 1964 and political cartoonist in 1970. Collins drew a comic strip titled Cecil C. Addle that appeared on the op-ed page from 1975 to 1979. Collins left the Post Intelligencer in 1979, with a distribution agreement with the Chicago Tribune/New York Daily News Syndicate. Cecil & Dipstick appeared in Seattle, Palo Alto and Boga
