Sir William Barrowclough Brown, KCB, KCMG, CBE was an English civil servant. Educated at King's College, Cambridge, he served in the Army during the First World War and was injured. He entered the civil service in 1918 as a temporary official in the Board of Trade, before being appointed to a substantive position in 1919. He was Second Secretary at the Board of Trade from 1934 to 1935 and was the Chief Industrial Adviser to the Government until 1937. From 1937 to 1940 he was Permanent Secretary
