Washington Council of the Blind Newsline is a quarterly magazine published by the Washington State affiliate of the American Council of the Blind. The magazine was founded by Carl Jarvis in 1972 as a publication of the Washington State Association of the Blind, and was initially produced as a large-print magazine. Jarvis launched WCB Newsline to fill a gap that had been left when the Washington State Association of the Blind's previous publication, White Cane Magazine, had ceased to be published
