text: Walter Frank Higgs was a Conservative Party politician in England. He was elected as Member of Parliament (MP) for Birmingham West at a by-election in 1937 following the death of the Conservative MP Sir Austen Chamberlain. At the 1945 general election, he was defeated by the Labour Party candidate, Charles Simmons.  In addition he took a keen interest in both local and national politics, serving on Birmingham City Council from 1934 and 1937.
