In 1866, the owner of Shirley Plantation, Hill Carter, decided to retire and divide his Shirley Plantation estate, with the bulk of the estate bequeathed to his son, Robert, and the 'Upper Shirley' portion bequeathed to William Fitzhugh Carter.
