Shakirat Nurzhanovich Utegaziyev was a Kazakh and Soviet physician, notable as the founder and first Chairman of the Mangystau Region Division of Health and Medicine in the Kazakh Republic of the Soviet Union, now referred to as the Republic of Kazakhstan.
