During the First Sino-Japanese War, he served as legal adviser for the Imperial Japanese Navy, and in that capacity tried to refute the allegations regarding massacre at Port Arthur. During the Russo-Japanese War he served as legal adviser for the Japanese Ministry of Foreign Affairs.
