It was unanimously passed by the State Duma on 11 June 2013, unanimously passed by the Federation Council on 27 June 2013, and signed into law by President Vladimir Putin on 30 June 2013. The stated purpose of the Russian government for the law is to prevent the presentation of the LGBT community
