Roy E. Belyea was a political and business figure in Toronto and a long-time member of Toronto City Council and member of council's executive, the Toronto Board of Control. He unsuccessfully challenged sitting Mayor of Toronto, Nathan Phillips in the 1955 Toronto municipal election. Belyea was a descendant of United Empire Loyalists. His father, Issac K. Belyea, was an engineer for the Grand Trunk Railway.
