text: The Pashalik of Scutari (1757–1831), also known as the Bushati Pashalik, was an Albanian pashalik ruled by the Bushati family. Its capital was Shkodër and ruled areas in modern-day Albania and large majority of modern-day Montenegro. In 1786, the Ottoman Albanian pasha Kara Mahmud Bushati convened in Podgorica an assembly of Albanian leaders from Montenegro, Bosnia and Herzegovina, and created the Illyrian Confederation, designed to break off the Ottoman yoke.
