The National Council on Disability (NCD) is an advisory agency on disability policy in the United States for all levels of government and for private sector entities. NCD is an independent agency of the United States government headquartered in Washington, D.C. Its membership includes five presidential appointees, four congressional appointees, an executive director appointed by the chairperson, and a full-time professional staff.
