Louis-Philippe Picard was a Liberal party member of the House of Commons of Canada. He was born in Rivière-du-Loup, Quebec and became an executive assistant, lawyer and reporter by career. Picard was educated at the Quebec Seminary where he received a Bachelor of Arts degree in 1920. He then graduated from Université Laval in 1923 with a law degree and attended The Hague Academy of International Law. In 1924, he received his commission to practice law in Quebec.
