Kuroda Kiyotaka Count Kuroda Kiyotaka, also known as Kuroda Ryōsuke, was a Japanese statesman and diplomat of the Meiji era who was Prime Minister of Japan from 1888 to 1889. He was also President of the Privy Council, Minister of Communications and Vice Chairman of the Hokkaido Development Commission (Kaitaku-shi). He was one of the initiators of the Treaty of Saint Petersburg in 1875.
