Khilafah Ammah is a type of Islamic governmental concept introduced by Shah Waliullah in his book Izalatul Khafa'an Khilafatul Khulafa. In that book he introduces a unique classification of khilafah (Caliphate) into 'Ammah' (ordinary) and 'Khassah' (extraordinary).
