Yusupov is a retired career diplomat from Uzbekistan, who served as his country's Chargé d'affaires in Austria, Slovakia and Hungary from 2006 until 2009. He simultaneously held the post of the Permanent Representative of Uzbekistan to the Organization for Security and Co-operation
