Dr. James MacNeill was the first superintendent of Saskatchewan Hospital, North Battleford for mentally ill patients in the province of Saskatchewan. He was born in Prince Edward Island, educated at Prince of Wales College and McGill University, where he received an MD degree in 1901. He practiced in New Brunswick and then moved to Hanley, Saskatchewan in 1906 where he practiced as family physician until 1912. He was elected to the Saskatchewan Legislature in 1908 as a Liberal member until 1913.
