David Frederick Green is a British civil engineer, who served as president of the Institution of Civil Engineers from 1996–1997. He spent much of his career in Sheffield where he became director of operational services for the city council. In this role he spearheaded a reform of the city's direct labour operations, driving down costs and enabling it to operate on a competitive level with the private sector.
