Lewis Charles Ruch was the owner and president of the Philadelphia Phillies from 1930 to 1932. In 1913, former New York City police commissioner William Baker had a problem. He had joined a group headed by his cousin William H. Locke, that had agreed in principle to buy the Phillies from Charles Phelps Taft.
