Charles Hugh Francis was an Australian politician. He was born in Belgrave to medical practitioner Shirley Elliston Francis and Constance Mary Varley. He was educated at Belgrave, Camberwell and Melbourne Grammar Schools before studying at the University of Sydney, where he received bachelor's degrees of Arts, Law and Commerce. From 1942 to 1945 he served in the Royal Australian Air Force. He was a barrister from 1949, and on 28 October 1953 married Babette Avita Saldanha, with whom he had eight
