Cecil C. Brown is an American politician. He was a member of the Mississippi House of Representatives from the 66th District, from 1999 to 2015. He is a member of the Democratic Party. In the 1999 general election, Brown defeated three-term Republican incumbent Ken Stribling in what had been considered a fairly safe seat for the Republicans. During his second term, he was appointed to chair the House Education Committee. He was elected to the Mississippi Public Service Commission in 2015 with 53
