The Caribbean Basin Trade Partnership Act (CBTPA) is a law adopted by the U.S. Government in October 2000 to delineate enhanced trade preferences and eligibility requirements for the 24 beneficiary countries of the Caribbean Basin region. On October 2, President Clinton signed the Proclamation implementing the Caribbean Basin Trade Partnership Act. The Presidential Proclamation declares the 24 current beneficiary countries of the Caribbean Basin Initiative (CBI) to be "Beneficiary Countries" for
