Abdul Hamid Mohtat was a politician and military officer from Afghanistan who served as Vice President and Deputy Prime Minister. He was born in 1944 in Parwan province. He graduated from a military school in 1964 and was then got trained in Soviet Union as engineer. He also served as Minister of Communications in 1973 but was dismissed in April 1974 by Mohammed Daoud Khan. In June 1978, he became ambassador of Afghanistan to Japan.
