General elections were held in Romania in December 1867, and were won by a coalition of liberal-and-radical groups, or "Concordia Agreement", formed around incumbent Prime Minister Ștefan Golescu. Concordia brought together the left-leaning "Reds", the Free and Independent Faction, and a moderate liberal section under Mihail Kogălniceanu.
