The 169th Rifle Division began forming as an infantry division of the Red Army in the Ukraine Military District in August 1939, based on the shtat of the following month. It nominally saw service in the occupation force in western Ukraine in September, but was not in any state to see combat. It played a more active role in the Soviet occupation of Bessarabia and Northern Bukovina in June/July 1940.
