The 164th Rifle Division was originally formed as an infantry division of the Red Army in the Byelorussian Military District, based on the shtat of the previous September. In January 1940 it was moved north during the Winter War with Finland, but saw limited combat there. At the start of the German invasion in June 1941 it was in 17th Rifle Corps of 12th Army of the Kiev Special Military District in the Carpathian Mountains along the border with Romania, and so avoided the armored thrusts of Arm
